The first kropki arrows puzzle only used white dots (differences). In this one I also included some black ratio dots.

Digits in a circle equal the sum of the digits on the attached arrow.
Digits in a white circle between cells is the difference between the digits in those two cells.
Digits in a black circle between cells is the ratio of the digits in those two cells.
